The ordinance authorizes the Commonwealth of Pennsylvania to construct, own, and maintain an overbuild across 13th Street between Race and Arch Streets as part of the Pennsylvania Convention Center expansion and renovation. The Commonwealth must obtain required permits and approvals, meet insurance and financial-security requirements, cover related utility changes, and agree to remove the overbuild and restore the street if the City gives 180 days’ notice for a municipal construction project.
