This enacted ordinance authorizes Philadelphia’s Housing Director to apply for federal grants for community development, affordable housing, emergency shelter, and housing for people with AIDS, as well as state grants to prevent and eliminate blight. It also authorizes the Commerce Director to seek up to $15 million through HUD’s Section 108 Loan Guarantee Program and allows the city to accept grants and enter related agreements, subject to the ordinance’s conditions.
