The enacted bill placed a proposed Philadelphia Home Rule Charter amendment on the November 7, 2006 ballot. The amendment asked voters whether to allow civil-service preference for children of Philadelphia firefighters or police officers who were killed or died in the line of duty, and the bill directed city officials to publish the proposal and arrange the election.

Providing for the submission to the qualified electors of the City of Philadelphia of the proposal set forth in a Resolution approved by Council proposing amendment of the Philadelphia Home Rule Charter relating to a preference in civil service regulations for children of firefighters or police officers who were killed or who died in the line of duty; fixing the date of a special election for such purpose; prescribing the form of ballot question to be voted on; and authorizing the appropriate officers to publish notice and to make arrangements for the special election.
