The enacted bill provided for a May 15, 2007 election on a proposed Philadelphia Home Rule Charter amendment. If approved by voters, the amendment would have allowed City officers and employees to run for another public office without first resigning, effective January 1, 2008; the bill also set the ballot wording and authorized election notices and arrangements.

Providing for the submission to the qualified electors of the City of Philadelphia of the proposal set forth in a Resolution approved by Council proposing amendment of the Philadelphia Home Rule Charter to repeal the "resign to run" provision, so that, effective January 1, 2008, City officers and employees may become candidates for nomination or election to public office without first resigning from their City office or employment; fixing the date of a special election for such purpose; prescribing the form of ballot question to be voted on; and authorizing the appropriate officers to publish notice and to make arrangements for the special election.
