The enacted ordinance grants Manu Patel, who operates a newsstand at Seventh and Market Streets, permission to install and maintain underground fiber-optic conduits across the public right-of-way to provide electrical and telephone service to the newsstand. Before doing so, Patel must obtain required approvals and permits, enter into an agreement with the City, provide a bond and insurance, and meet other conditions, including approval from PECO and Verizon.

Granting permission to Manu Patel, owner and operator of the newsstand located on the northeast corner of Seventh Street and Market Street, to construct, use and maintain conduits for fiber optic facilities in, under and across the northeast corner of Seventh and Market Streets, for the purpose of supplying electrical service and telephone service to said newsstand.
