The enacted measure creates reserved on-street parking spaces for nonprofit car-sharing organizations that let members use vehicles at public locations on a pay-per-use basis. It identifies six initial locations, allows the Philadelphia Parking Authority and City Council to designate additional spaces, charges organizations $150 per location each year, and sets a $35 penalty for others who park in a designated car-sharing space.

Amending Chapter 12-900 of The Philadelphia Code, entitled "Parking Regulations and Penalties," by adding a new Section 12-918, entitled "Parking for Car Sharing Organizations," to provide on-street parking restricted to vehicles owned by such organizations and amending Section 12-2809, entitled "Civil Penalties and Costs," to provide for penalties, all under certain terms and conditions.
