This enacted ordinance authorizes changes to the City Plan in an area bounded by 26th Street, the Schuylkill Expressway, Penrose Ferry Road, Hartranft Street, 22nd Street, and Penrose Avenue. It vacates portions of 24th Street, 23rd Street, Packer Avenue, and Hartranft Street and adds several named streets and ways, subject to conditions requiring affected property owners or other parties in interest to cover related costs, address changes to city facilities, and dedicate the new street beds to the City.

Authorizing and directing the revision of lines and grades on a portion of City Plan No. 46-S within an area bounded by 26th Street, The Schuylkill Expressway, Penrose Ferry Road, Hartranft Street, 22nd Street, and Penrose Avenue, all under certain terms and conditions.
