Granting permission to Nirlesh C. Desai, owner and operator of the newsstand located on the southeast corner of Sixteenth Street and John F. Kennedy Boulevard, to construct, use and maintain conduits for fiber optic facilities in, under and across the southeast corner of Sixteenth Street and John F. Kennedy Boulevard, for the purpose of supplying electrical service and telephone service to said newsstand.
