This enacted ordinance amended Philadelphia’s building construction and occupancy rules by adopting the 2006 Pennsylvania Uniform Construction Code and updated International Code Council standards, with Philadelphia-specific changes. The rules covered new and existing buildings, residential construction, fire safety, electrical and mechanical systems, energy conservation, and related codes. Permit applicants could use either the prior or updated rules during the transition period, and the updated provisions generally applied beginning January 1, 2007, with exceptions for some projects already in progress.

Amending Title 4 of The Philadelphia Code, entitled "The Philadelphia Building Construction and Occupancy Code," by adopting the "2006 Pennsylvania Uniformed Construction Code" through adoption of the 2006 edition of certain International Codes as published by the International Code Council, with amendments thereto, all under certain terms and conditions.
