The enacted bill amended Philadelphia’s “Sidewalk Behavior” rules so that all listed prohibitions apply in the Fourth Councilmanic District. These rules cover activities including riding bicycles or scooters on sidewalks, blocking sidewalks with commercial vehicles or belongings, sitting or lying on sidewalks, aggressive solicitation, unrestrained animals, and certain sidewalk furniture and trash-receptacle requirements.

Amending Section 10-611 of The Philadelphia Code, entitled "Sidewalk Behavior," by providing that all the prohibitions of that Section shall apply within the Fourth Councilmanic District; all under certain terms and conditions.
