The enacted ordinance authorizes changes to the City Plan between Wingohocking Street and Cayuga Street: legally open portions of Frogmoor Street would be vacated, and a new section of “O” Street would be added. It also reserves rights-of-way for a gas main and drainage, requires dedication of the “O” Street bed to the City, and places related costs and infrastructure changes on the affected property owner or owners under specified conditions.

Authorizing and directing the revision of lines and grades on a portion of City Plan No. 345 by striking from the City Plan and vacating the legally open portions of Frogmoor Street from Wingohocking Street to Cayuga Street, by placing on the City Plan "O" Street from Wingohocking Street to Cayuga Street, by reserving and placing on the City Plan a right-of-way for gas main purposes within the lines of Frogmoor Street being stricken from the City Plan by authority of this Ordinance, and by placing on the City Plan a certain variable width right-of-way for drainage purposes, all under certain terms and conditions, including the dedication to the City, free and clear of all encumbrances, of the bed "O" Street.
