This enacted ordinance requires people who own, rent, control, or use dumpsters in Philadelphia to keep dumpster lids securely closed and prohibits refuse collection or dumpster servicing between 9:00 p.m. and 7:00 a.m. It also requires covered dumpsters on private property to follow city regulations and applies to licensed refuse collectors and dumpster users.

Amending Section 9-604 of The Philadelphia Code, entitled "Refuse Collection," by requiring that dumpster lids remain closed at all times and prohibiting refuse collection during certain time periods, all under certain terms and conditions.
