The enacted bill amends Philadelphia’s refuse and littering rules to create a reward program for people who provide information leading to a court determination that someone committed short dumping. The Managing Director sets each reward based on factors such as the seriousness and usefulness of the information, but the total reward for a violation cannot be less than $500; City enforcement employees and other government employees who learn information through their jobs are not eligible.

Amending Chapter 10-700 of The Philadelphia Code, entitled "Refuse and Littering," by adding a section creating a reward program for the provision of information leading to a determination that an individual has engaged in short dumping, all under certain terms and conditions.
