The enacted bill amends Philadelphia’s ban on urinating or defecating in public places and on private property open to the public. It replaces the previous fixed $300 fine with the maximum fine for a Class III offense, while allowing people who receive a ticket to pay $50 within eight days instead of contesting the violation; enforcement may not target homeless people in a discriminatory manner.

Amending Section 10-609 of The Philadelphia Code, entitled "Public Urination or Defecation," by increasing the fine for violations of such section, all under certain terms and conditions.
