This enacted bill amended Philadelphia’s Traffic Code to define variable speed limit signs and pedestrian signals that provide extra crossing time for disabled and senior pedestrians. It allows the Streets Department to install and maintain these devices, subject to the Streets Commissioner’s approval and traffic conditions, after written requests from five nearby disabled residents or an eligible care or senior facility; pedestrian signals also require specified pedestrian-volume and traffic-gap standards.

Amending Title 12 of The Philadelphia Code, entitled "Traffic Code," by amending Section 12-102, entitled "Definitions," and amending Section 12-1201 of The Philadelphia Code, entitled "Authority To Install Traffic-Control Devices," to provide for the installation of variable speed limit signs and pedestrian traffic control signals designed to meet the needs of the disabled and senior citizens; all under certain terms and conditions.
