The enacted ordinance grants Steve Ricchini, who owns and operates the newsstand at the northwest corner of 15th and Market Streets, permission to install and maintain conduits under and across the public right-of-way. The conduits would supply electrical and telephone service to the newsstand, subject to required permits, utility approvals, an agreement with the City, insurance, and other conditions.

Granting permission to Steve Ricchini, owner and operator of the newsstand located on the northwest corner of Fifteenth Street and Market Street, to construct, use and maintain conduits for fiber optic facilities in, under and across the northwest corner of Fifteenth Street and Market Street, for the purpose of supplying electrical service and telephone service to said newsstand.
