The enacted bill authorizes the City to lease its building at 2529–33 West Lehigh Avenue to the Philadelphia Authority for Industrial Development, which would sublease the building to the Philadelphia Public Access Corporation, a nonprofit corporation to be incorporated by the City. The facility is intended for public-access television production, cablecasting, and related offices; the subtenant would pay $1 per year, make most improvements and handle maintenance, while the City would cover certain utilities for the first five years and maintain the restored exterior.

Authorizing the Commissioner of Public Property, on behalf of the City, to enter into a lease agreement between the City and the Philadelphia Authority for Industrial Development ("PAID") providing for the leasing to PAID of a certain City owned building located at 2529-33 West Lehigh Avenue for further sublease to the Philadelphia Public Access Corporation, a nonprofit corporation to be incorporated by the City, all under certain terms and conditions.
