The enacted bill amends Philadelphia’s contracting and procurement rules by raising the value threshold for contracts, concessions, and development projects that require an Economic Opportunity Plan from $250,000 to $1 million. It also provides an exception for single-family households, under the terms set out in the legislation.

Amending Title 17 of The Philadelphia Code, entitled "Contracts and Procurement," by increasing the threshold amount that invokes requirement of the Economic Opportunity Plan, and excepting single family households, all under certain terms and conditions.
