The enacted bill authorizes Philadelphia’s Commissioner of Public Property to grant the United States a railroad right-of-way and easement through City-owned property near the Army Corps of Engineers’ Fort Mifflin Center, from Fort Mifflin Road to the former Philadelphia, Baltimore and Washington Railroad branch operated by CSX Transportation. The easement supports the transportation of materials and access for the Bark Camp Run Environmental Protection and Restoration Project and other future projects, while allowing the City limited periodic use of the railroad facilities.

Authorizing the Commissioner of Public Property, on behalf of the City of Philadelphia, to enter into an agreement with the United States of America for the grant of a right-of-way for railroad purposes by the City through property, located on the north side of the Army Corps of Engineers Fort Mifflin Center from Fort Mifflin Road to the 60th Street Branch of the former Philadelphia, Baltimore and Washington Railroad (CSX Transportation, Inc.), under certain terms and conditions.
