The vetoed bill would have revised the City Plan to add a 15-foot-wide drainage right-of-way along the northwest side of Bustleton Avenue, from Scotchbrook Drive to a point about 671 feet northeast. It would have required affected property owners or other involved parties to provide agreements protecting the City from damage claims, grant access for drainage facilities, meet related conditions, and pay specified costs.

Authorizing and directing the revision of lines and grades on a portion of City Plan Nos. 361 and 367 by placing on the City Plan a fifteen feet wide right-of-way for drainage purposes adjacent to the northwesterly side of Bustleton Avenue and extending from Scotchbrook Drive to a point approximately six-hundred seventy-one feet northeastwardly therefrom, under certain terms and conditions.
