It applies to current and future capital budgets unless specifically changed, does not cover emergency repairs, and applies to projects whose design contracts had not been signed when the ordinance took effect.
Amending Chapter 16-300 of The Philadelphia Code, entitled "Public Property Maintenance and Supervision," by creating a new Section 16-305 under certain terms and conditions.
