The enacted measure amended Philadelphia’s towing rules to require licensed towing businesses to accept credit and debit cards as full payment for listed towing fees. They generally may not add a separate card-use charge, although the requirement does not apply when the vehicle owner or driver chooses the towing company.

Amending Section 9-605 of The Philadelphia Code, entitled "Towing," by requiring every person licensed to engage in the business of towing vehicles to accept credit cards and debit cards in payment of towing and other charges, under certain terms and conditions.
