The enacted ordinance provided for a proposed Philadelphia Home Rule Charter amendment to be placed before voters on April 22, 2008. The amendment would have allowed the Administrative Board to increase the number of management-level deputy positions in City departments that are exempt from civil service; the ordinance also set the ballot question and directed City officials to arrange and publicize the election.

Providing for the submission to the qualified electors of the City of Philadelphia of an amendment to the Philadelphia Home Rule Charter to allow the Administrative Board to increase the number of deputies exempt from civil service in City departments; fixing the date of a special election for such purpose; prescribing the form of ballot questions to be voted on; and authorizing the appropriate officers to publish notice and to make arrangements for the special election.
