The enacted ordinance prohibits people who are subject to active protection-from-abuse orders from buying, possessing, using, controlling, manufacturing, or obtaining a license for firearms while the orders are in effect. It allows them up to 72 hours to sell or transfer their firearms to an eligible person outside their household, requires those transfers to be reported to the Police Department within 24 hours, and provides an emergency hearing option for people subject to temporary orders. Violations may result in a fine of up to $300, up to 90 days in jail, or both, and the firearm may be confiscated and rendered inoperable.

Amending Chapter 10-800 of The Philadelphia Code, entitled "Safety," by adding a new Section, entitled "Prohibited Possession, Sale and Transfer of Firearms by Persons Subject to Protection From Abuse Orders."
