The enacted ordinance limits most Philadelphia residents and other firearm transferees to buying or receiving no more than one handgun in a 30-day period and prohibits using a straw purchaser to get around that limit. It also requires licensed gun sellers to obtain a 30-day eligibility report from the Philadelphia Police Department and submit sales records, with specified exceptions; violations may result in a fine of up to $300, up to 90 days in jail, or both.

Amending Chapter 10-800 of The Philadelphia Code, entitled "Safety," by adding a new Section 10-831, entitled "Straw and Multiple Handgun Purchase Reduction," to limit purchases of handguns by Philadelphia residents to one a month, and to prohibit "straw purchases" of handguns utilized by criminals for the purpose of evading the one handgun a month limitation; all under certain terms and conditions.
