The adopted resolution proposes amending Philadelphia’s Home Rule Charter to transfer the Fairmount Park Commission’s powers and duties to a renamed Department of Parks and Recreation. It would reconstitute the commission as the Commission on Parks and Recreation with new responsibilities and would submit the charter amendment to Philadelphia voters for approval.
