This enacted ordinance changed the Philadelphia zoning designations for certain properties in the area bounded by Front Street, Lombard Street, 2nd Street, and Pine Street. It required applicants for zoning or building permits in the rezoned area to obtain City Planning Commission approval of a development plan, and provided that the ordinance would lapse on April 16, 2009, unless specified development or extension conditions were met.

To amend the Philadelphia Zoning Maps by changing the zoning designations of certain areas of land located within an area bounded by Front Street, Lombard Street, 2nd Street, and Pine Street.
