The enacted ordinance amended the conditions for changing the City Plan to include Florist Street between portions of 2nd and 3rd Streets. It extended the compliance deadline to December 22, 2009 and revised the requirements for property owners to release the City from damage claims, including an indemnity agreement and bond when required agreements could not be obtained after best efforts.

Amending Section 2 of Bill No. 050952, approved December 22, 2005, entitled "An Ordinance authorizing and directing the revision of lines and grades on a portion of City Plan No. 271 by placing on the City Plan Florist Street from a point on 2nd Street approximately 131' north of the north side of Race Street to a point on 3rd Street approximately 157' north of the north side of Race Street, under certain terms and conditions, including the dedication to the City, free and clear of all encumbrances, of the bed of Florist Street", by revising the terms and conditions stated therein and extending the period for compliance.
