This enacted ordinance amends Philadelphia’s rules for junk dealers. It prohibits junk dealers from handling, storing, buying, selling, sorting, picking, or otherwise processing utility covers, which are metal or similar covers securing areas connected to gas, electric, water, or other utility services. The ordinance also makes technical changes and provides for penalties and cease-operations orders.

Amending Section 9-613 of The Philadelphia Code, entitled "Junk Dealers," by prohibiting junk dealers from transacting business with respect to certain items, making certain technical changes and providing for penalties, all under certain terms and conditions.
