This enacted ordinance authorizes the City to remove from the official City Plan and vacate the legally open portions of Twenty-Third Street from Allegheny Avenue to the Norristown Branch railroad right-of-way. The affected property owner or other party in interest must meet conditions including indemnifying the City, paying certain costs, and covering required changes or removal of curbs, sidewalks, utilities, sewers, streetlights, and related infrastructure.

Authorizing and directing the revision of lines and grades on a portion of City Plan No. 129 by striking from the City Plan and vacating the legally open portions of Twenty-Third Street from Allegheny Avenue northwardly to its terminus at the southwesterly right-of-way line of the Norristown Branch of the Philadelphia, Germantown, and Norristown Railroad, under certain terms and conditions.
