The enacted measure amended Philadelphia rules for permits that temporarily close sidewalks or roadway lanes. These permits may last up to one year, with renewals allowed when the closure is still needed, and they must prohibit vehicles from parking, stopping, or standing in the closed area except for loading, unloading, or work-related vehicles; the issuing department may require the area to reopen when the closure is no longer necessary.

Amending Chapter 11-600 of The Philadelphia Code, entitled "Construction, Encroachments And Projections Over, On And Under Streets," by adding a new Section that requires that certain conditions be placed on any permit that authorizes the temporary closing of a sidewalk or roadway lane; in particular, placing a time period on the validity of such permits, and prohibiting the parking, stopping or standing of vehicles on such closed sidewalks or roadway lanes with certain exceptions; all under certain terms and conditions.
