The enacted ordinance amends Philadelphia’s building code rules for pedestrian protection at construction and demolition sites. It requires walkways to be at least four feet wide, generally raises the required load capacity for walkways and covered walkways from 150 to 300 pounds per square foot, and allows the Streets Department to authorize a sidewalk fence or closure; failure to maintain a compliant walkway may lead to permit revocation or a stop-work order. The ordinance states that it will not take effect until the required state or City Solicitor certification is completed.

Amending Title 4 of The Philadelphia Code, entitled "The Philadelphia Building Construction and Occupancy Code," by amending Subcode "B" ("The Philadelphia Building Code"), by amending the provisions of Chapter 33 ("Safeguards During Construction"), including provisions relating to the protection of pedestrians, all under certain terms and conditions.
