The adopted resolution amends City Council’s rules for considering bills involving the City’s purchase, sale, or lease of real estate that includes park or recreation land or facilities. It requires those bills to go to the Committee of the Whole, sends copies to the Parks and Recreation Commission, and requires support from two-thirds of all Council members before the committee can report a bill to Council; the changes take effect only if voters approve the related Home Rule Charter amendment.

Amending Resolution No. 080001, which provides Rules for the Government of the Council of the City of Philadelphia, by adding procedures for Council's consideration of bills that authorize the City to acquire, convey or lease to a third party any interest in real estate that includes park or recreation land or facilities.
