The enacted ordinance revised Philadelphia’s parking rules by increasing allowable parking-meter rates in parts of Center City and University City and setting a higher rate in the Center City Core. It also increased booting, towing, vehicle-storage, and civil-penalty charges for parking violations, affecting people who park vehicles or have vehicles immobilized or impounded in the city.

Amending Title 12 of The Philadelphia Code, entitled "Traffic Code," to revise the fees for the use of parking meters in certain locations; to revise fees and charges for the immobilization and impoundment of vehicles for parking and other violations; and to revise the penalties for various parking violations; all under certain terms and conditions.
