The enacted bill amends Philadelphia’s rules for newsstands to allow commercial advertising, subject to limits on its size, placement, lighting, and design. It prohibits advertising for tobacco products, alcoholic beverages, and cabarets, and requires qualifying newsstands to use a design approved by the Art Commission. It also raises the two-year newsstand license renewal fee from $250 to $350 and requires harmful conditions such as rust, graffiti, or damage to be corrected within 24 hours.
Amending Section 9-212 of The Philadelphia Code, entitled "Newsstands," to permit the placement of commercial advertising on newsstands and revise the fee for a newsstand license, all under certain terms and conditions.
