This failed proposal would have required supermarkets and pharmacies in Philadelphia to provide only recyclable paper, compostable plastic, or reusable checkout bags. It would have set fines of $100 for a first violation, $300 for a second violation within a year, and $500 for later violations within a year.

Amending Chapter 9-600 of The Philadelphia Code, entitled "Service and Other Businesses," by adding a new Section 9-614, entitled "Mandatory Use of Recyclable and Compostable Checkout Bags," all under certain terms and conditions.
