This enacted measure submitted a proposed amendment to Philadelphia’s Home Rule Charter to voters at the May 19, 2009 election. The amendment would have allowed City Council, by a two-thirds vote, to set by ordinance how and when notices must be given for public hearings on bills, bills reported from committees, procurement contracts open for bids, and proposed administrative regulations; the measure also directed city officials to publish the proposal and arrange the election.

Providing for the submission to the qualified electors of the City of Philadelphia of the proposal set forth in a Resolution approved by Council proposing an amendment of the Philadelphia Home Rule Charter relating to how and when required notices shall be published and advertised; and authorizing the appropriate officers to publish notice and to make arrangements for the special election.
