The enacted ordinance amended Philadelphia’s zoning code to require bicycle parking for certain buildings, multifamily developments, public parking lots, and low-occupancy facilities, with the number of spaces based on floor area, dwelling units, parking spaces, or employees. It sets standards for bicycle racks, storage, security, and location, and allows some required automobile parking spaces to be replaced by Class 1 bicycle spaces; it took effect January 1, 2010.

Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by amending Chapter 14-1400, entitled "Parking and Loading Facilities," by adding a new subsection providing for bicycle parking, under certain terms and conditions.
