The enacted ordinance changed the zoning designations for certain properties in the area bounded by Front Street, Lombard Street, 2nd Street, and Pine Street. It required zoning and building permits for those properties to conform to a City Planning Commission-approved development plan and provided that the changes would lapse on June 30, 2010, unless a permit was issued or an extension was granted.

To amend the Philadelphia Zoning Maps by changing the zoning designations of certain areas of land located within an area bounded by Front Street, Lombard Street, 2nd Street, and Pine Street, under certain terms and conditions.
