This enacted ordinance changes the boundaries and name of the Frankford Avenue Special District Controls to the Tacony/Mayfair Special District Controls. It prohibits certain uses in specified commercially zoned properties, including bars, restaurants, barber and beauty shops, consignment shops, employment agencies, beauty-product and wig retailers, and telecommunications-equipment retailers; larger uses must also provide off-street parking. The ordinance allows signs on qualifying awnings under limits on placement, size, projection, lighting, and materials.

Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by amending Section 14-1619, entitled "Frankford Avenue Special District Controls," by changing the boundaries of the area subject to the controls of the District, by changing the name of the District and by adding provisions with regard to signs.
