This enacted law prohibits Philadelphia food establishments from selling expired nonprescription drugs, infant formula, baby food, or milk, milk products, and eggs past their sell-by dates, and prohibits altering or removing those dates. It gives consumers who find or buy an outdated product certain 50% discounts and refunds, requires stores to post notices, and establishes inspection, reporting, penalties, and protections for employees who report violations.

Amending the Health Code, Title 6 of The Philadelphia Code, by amending Section 6-102 entitled "Definitions" and by creating a new Section 6-309 entitled "Outdated Products" to prohibit the sale of expired non-prescription drugs, infant formula, baby food, milk, milk products and eggs, all under certain terms and conditions.
