The enacted measure creates special zoning controls for properties on both sides of Front Street between Girard Avenue and Oxford Street. It prohibits several uses, including nightclubs and theaters, automobile-related businesses, take-out restaurants with drive-in or take-out service, most retail liquor or beer sales, and outdoor sales or storage; it also generally limits new buildings to 55 feet and four stories and requires them to have no setback from Front Street.

Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by amending Chapter 14-1600, entitled "Miscellaneous," by adding a new Section, entitled "North Central Front Street Special District Controls," all under certain terms and conditions.
