The enacted law allows the Philadelphia Department of Streets to designate certain sidewalks for shared bicycle and pedestrian use, based on recommendations from the Philadelphia City Planning Commission and safety and traffic considerations. It keeps sidewalk riding generally prohibited, except for children under 12 in permitted areas and on designated sidewalks, and requires bicyclists to yield to pedestrians and give an audible warning; violations carry a $50 fine plus prosecution costs, with a $20 payment for a notice of violation.

Amending Chapters 10-611 and 12-800 of The Philadelphia Code, entitled, respectively, "Sidewalk Behavior" and "Bicycle Regulations and Penalties," to authorize the Department of Streets to designate sidewalks on which bicycle riding is permissible, providing for penalties, and making technical changes, all under certain terms and conditions.
