This enacted measure added rules for how the City must publicize Council bill hearings and committee-reported bills, certain contracts open for competitive bidding, and regulations proposed by City departments, boards, and commissions. It required notices to generally appear in specified newspapers, with the City website or another designated method used if those newspapers were not publishing; the provisions were set to lapse on October 31, 2009.

Amending Title 21 of The Philadelphia Code, entitled "Miscellaneous," by adding a new chapter with provisions relating to how and when required notices shall be published and advertised; all under certain terms and conditions.
