This enacted measure amended Philadelphia’s rules to require an Economic Opportunity Plan for development projects and contracts funded through federal stimulus money under the American Recovery and Reinvestment Act when the City’s anticipated cost exceeds $250,000. Contractors, developers, and other recipients involved in these projects must agree to follow the plan to be eligible for the project or contract.
Amending Chapter 17-1600 of The Philadelphia Code, entitled "Economic Opportunity Plans," by providing that Economic Opportunity Plans be included on all development projects or contracts bid pursuant to federal stimulus funds allocated to the City of Philadelphia pursuant to the American Recovery and Reinvestment Act.
