This enacted measure authorizes the Water Commissioner to enter into a license agreement with the Pennsylvania Department of Environmental Protection for the City to occupy submerged lands in the Schuylkill River near Lock Street. The licensed area will support construction of a storage tank to capture combined sewage overflows.

Authorizing the Water Commissioner, on behalf of the City, to enter into an agreement for a license from the Pennsylvania Department of Environmental Protection to occupy certain submerged lands of the Commonwealth in the Schuylkill River in the vicinity of Lock Street, under certain terms and conditions.
