The enacted ordinance grants Bharat Patel, owner of the newsstand at Broad and Arch Streets, permission to install and maintain underground electrical and telephone conduits connecting the newsstand to existing PECO and Verizon facilities. Before using the permission, Patel must obtain required approvals, provide a bond and insurance, pay for utility changes and restoration of the public right-of-way, and keep at least eight feet of clear sidewalk on Broad Street and Arch Street.

Granting permission to Bharat Patel, owner of the newsstand at the southwest corner of Broad Street and Arch Street, to construct, use and maintain an electrical conduit with an electrical service line and a telecommunications conduit with a telephone service line in and under the public rights-of-way for the purpose of supplying electrical service and telephone service to the newsstand, under certain terms and conditions.
