The enacted ordinance changes how Philadelphia can approve plans that move curblines or change roadway widths for less than a full city block. The Department of Streets may submit these plans to the Board of Surveyors if they maintain traffic safety, provide enough sidewalk space, and do not affect the abutting houseline; private applicants must pay for upkeep of the affected roadway and sidewalk and protect the City from related damage claims.

Amending Section 11-301 of The Philadelphia Code, entitled "Street Improvements," to revise the method by which the Board of Surveyors may approve supplemental plans relocating the curblines and changing the roadway widths of streets.
