The enacted bill changes several Philadelphia permit and fee rules. It creates an electrical-permit exception for certain work by regulated public utilities, common carriers, and commercial radio or television stations; revises construction and fire-code fees; and raises the annual vacant-property license fee from $50 to $300 per vacant lot or structure.

Amending Subcode "A" of Title 4 of The Philadelphia Code, entitled "The Philadelphia Administrative Code," to revise various fee provisions and provide an exception to certain permitting requirements for public utilities, common carriers or commercial radio or television stations, all under certain terms and conditions.
