This enacted law changes Philadelphia’s rules on political contributions and expenditures for sample ballots that list more than one candidate. It says that the costs of printing or distributing those sample ballots generally do not count toward a candidate’s contribution limit, and clarifies that other political committees or entities may pay for them under the stated conditions.

Amending Chapter 20-1000 of The Philadelphia Code, entitled "Political Contributions and Expenditures," by providing that expenditures incurred in the printing or distribution of sample ballots shall not be considered a contribution for purposes of the contribution limits of that Chapter, and clarifying that the requirement of a single candidate political committee does not prohibit other committees or entities from making expenditures for the printing or distribution of sample ballots listing the names of more than one candidate, all under certain terms and conditions.
